Assign to-dos to non-employees

It seems like I can only assign a to-do to an employee. I find this troubling.

There are many times that I give assignments to a client...to remind them they own me something. Or, I may assign a task to an outside vendor/contractor. I'd like to use the To-Do capabilities to send these responsibilities to them and get notified when they add notes or complete the task.
